The County offers a five percent price deduction for bids from certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) vendors, with a maximum preference deduction of $100,000; businesses certified as both OCLSB and DVBE receive an eight percent preference deduction. All bid prices must remain firm for the entire contract term, and any price decreases will automatically extend to the County. Contractor insurance requirements include Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), and Employers Liability ($1,000,000 per accident or disease). The contractor must also obtain both a Faithful Performance Bond and a Labor and Material Payment Bond with penal sums to be determined, with execution required by California Corporations Code Section 313. The contract is eligible for use by other County departments and eligible governmental entities under a Cooperative Program, with a 2 percent administrative rebate on subordinate contract sales payable to the County.
