About this opportunity

The Rhode Island Department of Health (RIDOH) has issued a Request for Proposal (RFP25004913) for comprehensive moving services to relocate the Rhode Island State Health Laboratory (RISHL) from its current location at 50 Orms Street to a new facility at 150 Richmond Street, both in Providence, Rhode Island. The project is designed to move the entire laboratory and office facility in six distinct phases during July and August 2025, with the initial contract period running from approximately April 1, 2025, through December 31, 2025. Qualified firms must demonstrate substantial experience in laboratory moving services and possess the capability to handle complex, specialized scientific equipment and infrastructure. The RFP requires vendors to provide detailed technical and cost proposals, with a specific focus on professional moving services tailored to a scientific laboratory environment. Key procurement dates include a non-mandatory pre-bid walk-through on November 18, 2024, at 1:00 PM at the new facility site, a vendor Q&A period from November 8 to November 22, 2024, and a proposal submission deadline of December 6, 2024, at 1:30 PM EST. Proposals will be evaluated based on technical merit, cost effectiveness, and proposed Inclusive Small Business Enterprise (ISBE) participation rates.

The procurement encourages participation from Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Disability Business Enterprises (DisBEs), with vendors receiving evaluation points based on their proposed ISBE participation rates. Vendors must register in the Ocean State Procures system and maintain specific insurance coverage, including $1,000,000 liability insurance per occurrence, workers compensation, automobile liability, and cargo coverage equal to the full value of the equipment being moved. Personal protective equipment (PPE) including hard hats, safety vests, safety glasses, and boots will be required for the site visit, with attendance limited to one representative per firm. While no specific contract value is explicitly stated, the comprehensive nature of the move and the six-phase approach suggest a significant procurement opportunity for qualified moving services specializing in laboratory relocations. The state reserves the right to award the contract to the vendor(s) deemed most capable of meeting the detailed requirements and demonstrating the highest technical competence in laboratory moving services.
