About this opportunity
The State of Maine Department of Inland Fisheries & Wildlife is requesting quotations for approximately 2,000 adult ring-necked pheasants to support the state's public hunting season under RFQ Region A - Gray, with quotations due September 18, 2014.
Pheasants must meet detailed health and physical specifications: veterinary certification that birds are from flocks negative for pullorum, typhoid, West Nile Virus, and tuberculosis with no evidence of infectious disease for six months prior to delivery; fully feathered with tail feathers averaging at least 8 inches; at least 50% males; minimum weight of 2.5 pounds for males and 2.0 pounds for females; and capability as strong flyers. Transport crates must be new or properly disinfected, and the Department reserves the right to inspect the provider's facility and reject non-conforming birds.
Delivery occurs at two locations: the Wells Transportation Facility near Maine Turnpike Exit 19 and the Cabelas parking lot in Scarborough. An initial stocking of at least 600 birds must occur before October 1, with at least two additional deliveries before November 1 and minimum one-week intervals between subsequent stockings. Deliveries should occur in the morning, preferably before 9:00 a.m., coordinated with Regional Wildlife Biologist Scott Lindsay at 207-592-2941. All dead, injured, or missing birds must be replaced by the provider at no additional cost prior to final season release.
Award will be made on a best-value basis considering the vendor's ability to meet specifications, price, and delivery performance. Quotations must be submitted electronically through the State of Maine's Vendor Self Service platform by 2:00 p.m. local time on September 18. Questions must be submitted through the Question and Answer portal. All deliveries are FOB Destination with transportation costs prepaid by the bidder.
