About this file

This is a technical specification sheet and procurement instruction document issued by the State of Maine Department of Inland Fisheries & Wildlife in coordination with local fish and game clubs for the acquisition of approximately 2,000 adult ring-necked pheasants to support the state's public hunting season. The pheasants must meet detailed physical and health criteria, including veterinary certification that birds are from flocks negative for pullorum and typhoid with no evidence of West Nile Virus, tuberculosis, or other infectious diseases for six months prior to delivery. Birds must be fully feathered with tail feathers averaging at least 8 inches, comprise at least 50% males, weigh at least 2.5 pounds for males and 2.0 pounds for females, and be strong flyers. Delivery will occur at two locations: the Wells Transportation Facility/Amtrak Station near Maine Turnpike Exit 19 and the Cabelas retail store parking lot in Scarborough. The initial delivery of at least 600 birds must occur before October 1, with at least two additional stockings before November 1 and a minimum one-week interval between subsequent deliveries. Deliveries should occur in the morning, preferably before 9:00 a.m., and must be coordinated with Regional Wildlife Biologist Scott Lindsay at 207-592-2941.

The award will be made on a best value basis considering the vendor's ability to meet specifications along with price and delivery performance. All dead, injured, or missing birds must be replaced by the provider at no additional cost prior to the final release of the season. Transport crates must be new or properly disinfected, and the Department of Inland Fisheries & Wildlife reserves the right to reject any birds not meeting criteria and to inspect the provider's facility. Bidding instructions will be distributed via email by the State of Maine Department of Purchases, and all questions must be submitted through the Question and Answer link on the Solicitation Details View page. Contact information is provided for Scott Lindsay, Regional Wildlife Biologist, for bid-related inquiries.
