About this opportunity

The State of Maine Department of Inland Fisheries & Wildlife is requesting quotations for approximately 2,000 adult ring-necked pheasants for Region A Wildlife, with quotations due August 1, 2013 at 2:00 p.m. local time through the State of Maine's Vendor Self Service (VSS) electronic platform.

Bidders must submit unit pricing and delivery timeframes electronically; all supporting documentation uploads must occur within VSS before closure. The procurement operates on blind-bidding principles, with vendor questions and answers posted publicly. Bidders may modify quotations until the published closing time and must receive a "successful submission" notice to confirm acceptance.

Pheasants must be full-feathered with tail feathers averaging at least 8 inches; minimum weights of 2.5 pounds for males and 2.0 pounds for females; and demonstrated strong flying capability with a minimum sex ratio of 50% males. Health certification from a veterinarian or appropriate state department is required, confirming that birds originate from flocks tested negative for pullorum, typhoid, and West Nile Virus with no evidence of tuberculosis, other infectious or contagious diseases, or excessive parasitic loads for six months prior to delivery.

Delivery occurs at two locations: the Wells Transportation Facility/Amtrak Station near Maine Turnpike Exit 19 and the MDIFW storage barn at 54 Manson Libby Road in Scarborough. At least 600 birds must be delivered before October 1, followed by at least two additional stockings prior to November 1 with a minimum one-week interval between deliveries. Morning deliveries before 9:00 a.m. are preferred, coordinated with Regional Wildlife Biologist Scott Lindsay. All transport crates must be new or properly disinfected; dead, injured, or missing birds must be replaced by the provider at no additional cost prior to the final release of the hunting season.

Payment terms are net 30 from receipt of correct invoice. All quoted prices must exclude federal and state taxes. The State reserves the right to reject any or all quotations, partially accept quotations, increase or decrease quantities by up to 10 percent at agreed-upon pricing, and terminate the contract at any time.
