About this file

This is a requisition document issued by the Maine Department of Inland Fisheries & Wildlife in cooperation with the Windham/Gorham Rod & Gun Club for the procurement of approximately 2,000 adult ring-necked pheasants to support the state's public hunting season. The pheasants must meet specific physical and health criteria, including full feathering with tail feathers averaging at least 8 inches in length, a minimum sex ratio of 50% males, weights of at least 2.5 pounds for males and 2.0 pounds for females, and demonstrated strong flying capability. Health certification from a veterinarian or appropriate state department is required, confirming that birds originate from flocks tested negative for pullorum, typhoid, and West Nile Virus, with no evidence of tuberculosis, other infectious or contagious diseases, or excessive parasitic loads for six months prior to delivery. Delivery will occur at two locations—the Wells Transportation Facility/Amtrak Station near Maine Turnpike Exit 19 and the MDIFW storage barn at 54 Manson Libby Road in Scarborough—with the first delivery of at least 600 birds required before October 1, followed by at least two additional stockings prior to November 1 with a minimum one-week interval between deliveries. Morning deliveries before 9:00 a.m. are preferred, and all deliveries must be coordinated with Regional Wildlife Biologist Scott Lindsay.

Bidding instructions will be provided by the State of Maine Department of Purchases via email. The state reserves the right to reject any birds not meeting specifications and to inspect the provider's facility prior to award. All transport crates must be new or properly disinfected, and any dead, injured, or missing birds must be replaced by the provider at no additional cost prior to the final release of the hunting season. Pricing terms and specific contract amounts are not detailed in this requisition document. Questions regarding the bid should be directed to Scott Lindsay at the MDIFW office in Gray, Maine.
