About this opportunity
The Texas Department of Public Safety is soliciting responses for rifle testing and evaluation services under IFB 26R0019377, with written proposals due July 13, 2026 at 5:00 p.m. Central Time. This is a testing and evaluation opportunity only; rifles selected through this process will be procured under a separate competitive solicitation. Questions are due July 1, 2026, with responses posted by July 6.
Respondents must submit three new, unmodified rifles for each model being evaluated, equipped with KeyMicro 3 Prong FH muzzle devices and twelve magazines. Testing occurs at the Tactical Training Center, Florence, Texas. The evaluation comprises a Phase I endurance and reliability test (10,000 rounds), accuracy testing, and conditional tests (parts interchange, temperature stress, drop testing, coastal corrosion resistance, and airborne sand and dust exposure), followed by Phase II ergonomics ranking conducted by a minimum of 25 shooters. Rifles must achieve a malfunction rate of one per 1,000 rounds or better and not exceed an average group spread of 5.0 inches at 100 yards. Respondents must present a shooting team to conduct Phase I testing in person and provide one Dead Air Lazarus 6 5.56/6mm KeyMoGov GMS suppressor for endurance testing. All travel, lodging, meals, and incidental expenses for the respondent's shooting team are the respondent's responsibility. Ammunition for testing is provided by the respondent (Winchester 55gr. 223 Rem FMJ for endurance testing); DPS supplies Federal 62gr. LE223T3 ammunition for accuracy and verification testing.
Bids remain valid for 180 days from opening and may be extended by mutual written agreement. Respondents must submit evidence of financial viability, including audited financial statements for the last two years or Dun & Bradstreet reports. Contractors must maintain industry-standard insurance coverage and assume full liability for damage to submitted rifles, suppressors, or injury to the manufacturer's shooting team. DPS reserves the right to award one or multiple contracts and guarantees no minimum compensation.
