About this file
This is a General Requirements and Specifications exhibit for a rifle procurement by the Texas Department of Public Safety. The specification document outlines detailed requirements for 5.56x45mm NATO/.223 Remington semi-automatic short barrel patrol rifles to be supplied under contract. Key specifications include a maximum unit cost of $1,650 per rifle (excluding accessories and suppressors), a maximum unloaded weight of 7 pounds, overall length not exceeding 35 inches, and a barrel length between 11.5 and 13 inches with a 1-in-7 twist rate. The rifles must feature cold hammer forged barrels, direct impingement operating systems with rotating bolts, adjustable polymer stocks with minimum 4-position adjustment, ambidextrous safety and charging handles, flattop upper receivers with Picatinny rails, and flip-up front and rear sights with side shielding. Each rifle must include M-LOK hand stops, folding sights, a 2-point quick disconnect sling, M-LOK rail covers, and six magazines with minimum 30-round capacity. The document specifies that rifles must be produced by original manufacturers without aftermarket customization, with a minimum five-year warranty covering manufacturing, parts, and labor, and the capability to replace major components within 30 days.
The Texas Department of Public Safety reserves the right to reject any rifles that do not meet specifications, with non-conforming rifles to be returned at the bidder's expense. Upon contract award, the successful bidder must train one armorer for every 50 weapons sold and eight Master Armorers for continued training within the department. Manufacturers must notify the department within 30 days of any design changes or feature updates and provide required upgrade parts not covered under warranty at no cost. The agency does not guarantee minimum purchase quantities and reserves the right to order varying volumes based on operational requirements within commercially reasonable timeframes. All rifles must undergo functional testing and accuracy evaluation, with components required to be 100% interchangeable between purchased units and manufactured to withstand both standard and suppressed fire conditions.
