About this opportunity
The State of Minnesota, specifically the Department of Natural Resources (DNR) Enforcement, is seeking a procurement of two hundred and twenty (220) new NC15-5.56-14.5D Rifles, with potential for additional future purchases by various state agencies including DPS, MSP, Met Council, Military Affairs, and DOC. The procurement is a formal Request for Proposal (RFP) solicitation with an initial contract period from April 15, 2025, to September 30, 2025, and potential for a 12-month extension. Rifles must be olive drab green (ODG) and include specific high-quality components such as a 14.5" 150CMV steel barrel, black nitride bolt carrier group, Magpul furniture, and forged 7075 upper and lower receivers. Vendors must possess a valid Federal Firearms License (FFL) and be prepared to deliver the initial order by August 1, 2025, to DNR Enforcement at Camp Ripley in Little Falls, Minnesota. Key submission requirements include electronic proposal submission through the SWIFT Supplier Portal by April 7, 2025, at 3:00 PM, with all questions to be submitted to Jack Moore at jack.moore@state.mn.us by April 3, 2025.
The solicitation encourages diversity and includes several set-aside and preference provisions, specifically targeting small businesses based in Minnesota, businesses majority-owned by racial minorities, women, persons with substantial physical disabilities, veterans, or service-disabled veterans, or businesses located in economically disadvantaged counties. A Veteran-Owned Preference potentially provides up to a 12% preference for certified small businesses majority owned by veterans. The state reserves the right to consider alternative rifle specifications if they demonstrate comparable quality, style, and performance characteristics. While specific budget ranges are not explicitly detailed, the initial order involves 220 rifle packages, with potential for subsequent incremental purchases through State Contract Release F-490. Bidders must complete comprehensive documentation including Responder Declarations, organizational conflict of interest disclosures, lobbying certifications, and workforce and equal pay declarations. The procurement is conducted exclusively in US Dollars, and all participating vendors must be registered as either a bidder or supplier in the SWIFT Supplier Portal.
