The addendum extends the response due date to April 15, 2025, at 3:00 PM Central Time and provides responses to eleven vendor questions regarding the solicitation. The State will request samples upon evaluation, intending to test one rifle per response. Vendors are encouraged to submit alternatives if unable to supply the exact specified models, with the State reserving final approval rights. The solicitation allows for variations in specifications such as color, with alternatives subject to State approval during evaluation. The procurement process emphasizes open communication, with vendors able to submit questions and proposed alternatives before the specified deadlines.

Title: Rifle Packages for DNR
SCOPE OF ADDENDUM
1. The Response Due Date has been extended to April 15, 2025, at 3:00 PM Central Time.
2. The Question deadline has been extended to April 11, 2025, at 3:00 PM Central Time.
3. Below are the State’s responses to questions received for the above solicitation.
Question 1: Is there a preferred manufacturer? Is the State willing to consider alternative OEMs?
Answer 1: Yes, the State is willing to consider alternative OEMs.
When brand name or manufacturer’s name or numbers are stated in the specifications, they are intended to establish a standard only and are not restrictive unless the solicitation states.
The State may consider alternative specifications than those detailed in Exhibit C, if the make(s), model(s), or brand(s) have comparable quality, style, and performance characteristics and allow the State to utilize the equipment in an effective manner. Responders are encouraged to submit alternatives if unable to supply the specific models called for in Exhibit C. The State has the final authority to approve or deny the submitted alternative specifications.
Please note: Requests to consider alternative specifications should be submitted before the Question deadline, which has been amended above in Item No. 2.
Question 2: The RFP requests a rifle “package”. Besides the rifle, what else are you looking for in the package?
Answer 2: The Rifle Package only consists of the full rifle build detailed in Exhibit C. The term “package” was only meant to indicate the final delivered product is to include all the specifications and accessories detailed in Exhibit C.
Question 3: Does the State have existing rifles they would like to trade in towards a credit?
Answer 3: The State is not requesting Trade-Ins under this Solicitation, at this time.
Question 4: Will the State accept a Sig Sauer M400 rifle as an approved equal?
Answer 4: The State will allow Sig Sauer to be submitted for consideration as an Approved Equal by the State. The State will determine if the alternate make is acceptable at time of evaluation, based on the specifications of the submitted rifle.
Question 5: Will the State accept a proposal for black rifles in place of ODG?
Answer 5: If a response deviates from the specifications, the deviation must be clearly noted, and the State reserves the right to reject the response. Alternative styles may be considered if in the best interest of the State, so Responders are sill encouraged to submit alternatives. Alternatives, such as color, included in a response will be subject to State approval at time of evaluation.
Question 6: Can the State provide the type of ammo that will be used for rifle testing and when in use on duty?
Answer 6: The State intends to use 62 grain full metal jacket rounds for training, and Federal 62 grain tactical bonded rounds while on duty.
Question 7: What date are samples required to be delivered to the State?
Answer 7: If necessary and upon request only, samples would be expected on or before June 1, 2025.
Question 8: Will the State allow brand representatives to be on-site to conduct a demonstration with the agency?
Answer 8: On-site visits do not fall under the scope of this Contract. Any on-site visits must be coordinated and agreed upon separately from any agreements reached under this RFP, unless otherwise agreed upon in writing.
Question 9: How does the sample/testing process work?
Answer 9: All samples are upon request of the State only. If needed, the State will contact the Contractor, and request the samples required.
Question 10: How many samples will the State require to complete testing?
Answer 10: If deemed necessary, the State intends to request one rifle for testing per response.
Question 11: In Exhibit D of the Sample Contract, No. 5 Delivery states “TBD”. Can you please explain?
Answer 11: The “TBD” in Exhibit D will be completed by the State based on the information the Responder provides in their Attachments submittal, Attachment E, No. 3. The “TBD” in Exhibit D is meant as a placeholder until evaluations and/or negotiations are completed.
This addendum shall become part of the solicitation and may be returned with the response by the due date and time of the solicitation.
