About this opportunity

Richland County, Wisconsin is seeking proposals for the replacement of the Emergency Services Facility roof through a competitive bidding process. The procurement involves two primary components: a base bid for replacing existing roof sections and an alternative bid for a gabled roof design. Qualified contractors must remove the current 20-year-old EPDM membrane and metal flashing, install new insulation with improved drainage slope, implement a 60 mil EPDM membrane system, and replace metal flashing as needed. The project requires a minimum 20-year manufacturer's warranty and a 5-year contractor workmanship warranty covering potential leaks and defects. Submission requirements include two printed proposal copies, an itemized cost breakdown, proof of insurance and licensure, warranty documentation, and alternative bid details. The proposal deadline is September 19, 2025 at 5:00 PM, with an expected project completion in Spring 2026. Proposals will be evaluated by the Joint Ambulance Committee, Executive & Finance Committee, and final selection will be made by the Richland County Board of Supervisors based on comprehensive needs rather than solely on lowest cost.

No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the procurement documents. The contract opportunity appears open to all qualified roofing contractors with appropriate licensing and insurance. While no incumbent vendors are identified, the project involves replacing an existing roof system on a county emergency services facility. The alternative bid requirement for a gabled roof design suggests potential flexibility in architectural approach. Although a specific budget range is not disclosed, the comprehensive scope of work—including membrane replacement, insulation installation, and potential structural modifications for the alternative bid—indicates a substantial project investment. Contractors will submit proposals directly to Barbara Scott at the Richland County Ambulance Service located in Richland Center, Wisconsin, with the understanding that the county will not reimburse proposal preparation costs and will select the proposal most advantageous to their long-term operational needs.
