About this file
This is a Request for Proposal (RFP) issued by Richland County, Wisconsin for the Emergency Services Facility Roof Replacement Project. The RFP invites qualified contractors to submit proposals for replacing the roof on two sections of the county's Emergency Services Facility, with the existing roof being over 20 years old. The proposal deadline is 5:00 PM on September 19, 2025, with an expected project completion in Spring 2026. Contractors are required to provide a base bid for roof replacement, which includes removing the existing metal flashing and EPDM membrane, installing new insulation and a 60 mil EPDM membrane, replacing metal flashing, and cleaning up project debris. Additionally, proposers must submit an alternative bid for a gabled (peaked) roof design.
The selection process will involve review by the Joint Ambulance Committee, Executive & Finance Committee, and final decision by the Richland County Board of Supervisors. The contract will be awarded based on the proposal that best serves the county's needs and long-term interests, not necessarily the lowest-cost option. Proposals must include itemized cost estimates, proof of insurance and licensure, warranty documentation (including a 20-year manufacturer's warranty and 5-year workmanship warranty), and alternative bid documentation for the gabled roof design. The county will not be liable for any costs incurred by proposers during the preparation or submission of their proposals.
