About this opportunity
The State of Rhode Island, through the Division of Purchases on behalf of Rhode Island College, is seeking an architectural and engineering (A&E) firm to provide comprehensive design and construction administrative services for a Track & Field Bleachers & Concessions project located on the college's East Campus in Providence. The selected vendor will be responsible for developing architectural designs, preparing construction documents, and providing administrative oversight throughout the project's implementation. A non-mandatory pre-bid conference is scheduled for June 6, 2024, at 9:00 AM at the Forman Center, with proposals due by June 28, 2024, at 1:30 PM EDT. The evaluation criteria will include a technical proposal assessment, cost proposal scoring, and points awarded for proposed ISBE (Minority, Women, and Disability Business Enterprise) participation rates. Vendors must submit separate technical and cost proposals electronically through the Ocean State Procures system, with the initial contract period anticipated to be 18 months, beginning approximately 30 days after vendor selection, and including an option for a 12-month renewal based on performance and funding availability.
The state strongly encourages participation from Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Disability Business Enterprises (DisBEs), with proposal scoring specifically allocating points based on proposed ISBE utilization rates. Vendors must maintain specific insurance coverage, including $1,000,000 in general liability, $2,000,000 in professional liability, $100,000 in workers' compensation, and $1,000,000 in automobile liability insurance. The contract will utilize the AIA Document B101-2017 Standard Form of Agreement between Owner and Design Agent with State of Rhode Island modifications. While no specific incumbent vendor is identified, the project funding is contingent on the availability of state appropriated funds, and the State reserves the right to cancel the procurement or award based on cost considerations. Proposals will be considered irrevocable for 180 days following the opening date, and the vendor must comply with Rhode Island's Affirmative Action and non-discrimination policies throughout the project's duration.
