About this opportunity

The Rhode Island Army National Guard (RIARNG) is seeking a vendor to fabricate and install a steel mezzanine at the Middletown Armory located in Middletown, Rhode Island. The project requires constructing a mezzanine approximately 90 feet long by 20 feet wide within the armory's drill shed, which measures 96 feet long by 61 feet wide and 22 feet high. The selected vendor must provide all necessary labor, materials, equipment, permits, and supervision, along with two sets of stamped 24x36 construction documents, one of which must be submitted to the Rhode Island Building Code Commission for review and approval. The mezzanine design must comply with all state, federal, and International Building Code (IBC) standards, and all steel used must be manufactured in the United States. A non-mandatory pre-bid conference was held on September 29, 2022, with the solicitation period running from September 19 to October 20, 2022. Vendors were required to submit their proposals electronically through the Ocean State Procures system, with a base bid that includes a $15,000 allowance for unforeseen conditions.

The procurement includes specific set-aside requirements for Minority Business Enterprise (MBE) and Women-Owned Business Enterprise (WBE) participation, with a minimum goal of 10% of the total contract value. Vendors must provide a bid surety bond or certified check for 5% of the bid amount and, if awarded the contract, furnish 100% payment and performance bonds prior to purchase order issuance. Insurance requirements are comprehensive, including $1,000,000 in liability coverage, workers compensation, and automobile liability. The contract includes a liquidated damages clause of $100 per day for late completion, and the initial contract term is expected to begin in November 2022, with work to commence within two weeks of receiving the notice of contract purchase agreement. While no specific budget range was explicitly stated, the inclusion of a $15,000 allowance for unforeseen conditions suggests some flexibility in the project's financial parameters. The contract will utilize the AIA A104-2017 Standard Abbreviated Form of Agreement Between Owner and Contractor, with modifications specific to the State of Rhode Island.
