About this opportunity

The Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on behalf of the Maine Department of Transportation for one Rheosys ViscoPro+ Rotational Viscometer or approved equivalent, with quotations due October 5, 2018 at 4:00 p.m. Eastern Standard Time. Bidders meeting Maine Business and Economic Impact criteria may receive price reductions of up to 10 percent for evaluation purposes, calculated based on Maine-based employee percentage and demonstrated economic impact.

The viscometer must be suitable for evaluating temperature and viscosity relationships of asphalt binders in accordance with AASHTO T316 standards. Required specifications include a high-temperature melts cell, thermal enclosure, and co-axial cylinders/spindles; a temperature range of 50 to 350 degrees Celsius; torque range of 0.001 to 10 millinewton meters; speed range of 0.1 to 1000 rpm; and 10,000 programmable speeds. Delivery is to MaineDOT Central Lab in Bangor, Maine.

Pricing must be submitted as net cost with all transportation charges fully prepaid and FOB Destination terms. Bidders must specify delivery timeline from contract award to receipt. The State reserves the right to award based on best value criteria — product conformity with specifications, delivery timeline, and historical performance — but once goods conform to specifications, award goes to the lowest-priced compliant bidder.

Required submission documents include the Bid Cover Page and Debarment Form (Appendix A), product data and information sheets, and warranty information. The Maine Business and Economic Impact Consideration Form (Appendix D) is optional but may benefit evaluation. Questions must be submitted through the State of Maine's Advantage Vendor Self Service (VSS) e-procurement system no later than forty-eight hours prior to closure. The State is exempt from federal, state, and local taxes and anticipates payment on net 30 terms upon receipt of an acceptable invoice.
