About this opportunity
Harris County Office of the County Engineer is requesting statements of qualifications from professional architectural and/or engineering firms to provide design services for various roadway and mobility infrastructure projects under an RFSQ due September 28, 2026, with a pre-submittal conference on September 14 at 10:00 a.m. CST via Microsoft Teams (attendance encouraged but not mandatory). Harris County intends to award multiple contracts with individual firms after project initiation and negotiation.
Harris County is committed to fostering M/WBE participation and will assess appropriate M/WBE participation goals upon project scope development. Qualified firms must be registered with the State of Texas with fully licensed personnel capable of providing comprehensive services including engineering studies, preliminary design, construction administration, topographic and subsurface utility surveys, environmental compliance, geotechnical and hydraulic analysis, traffic studies and signal design, structural design, landscape design, construction cost estimates, and bid document preparation.
The hypothetical project referenced for qualification purposes is the Garth Road Section 1 & 2 project, a roadway improvement from FM 1942 to Ashbel Cove Drive involving design of a four-lane concrete boulevard with curb and gutter, raised medians, underground storm sewer with detention system, sidewalks, and bridge improvements over an SJRA canal spanning approximately 120 feet. The estimated budget for this hypothetical project is $19.35 million.
Contracts may include four one-year renewal options renewable on the same terms and conditions as the original year, subject to Commissioners Court approval. All parties entering into contracts requiring Commissioners Court approval must complete and submit Form 1295 (Certificate of Interested Parties) prior to response submission. Respondents must submit written questions through the Bonfire platform; all questions and answers will be released as public notices.
