About this opportunity

Harris County Office of the County Engineer is requesting qualifications for supplemental professional architectural and/or engineering services to design and implement various drainage projects, with qualifications due September 28, 2026 and a pre-submittal conference scheduled for September 14 at 10:30 a.m. CST via Microsoft Teams (attendance encouraged but not mandatory). Harris County intends to authorize negotiations with multiple qualified firms, with contracts awarded upon project initiation and successful negotiation.

All respondent firms must be registered with the State of Texas and provide fully licensed personnel capable of delivering comprehensive engineering services including preliminary and final design, topographic and utility surveys, geotechnical and hydraulic analysis, traffic studies, structural design, cost estimating, and bid document preparation. Respondents must submit the Certificate of Interested Parties (Form 1295) prior to submittal; failure to do so may result in disqualification.

The hypothetical project referenced for qualification evaluation is the Pine Trails Subdivision Drainage Improvements project in Northeast Harris County within the Greens Bayou watershed, with an estimated budget of $50 million. Project scope encompasses drainage studies, preliminary engineering reports, design services, construction plan development, bid document preparation, and construction phase services to address insufficient storm sewer capacity and structural flooding issues.

Harris County is committed to fostering meaningful engagement with Minority- and Women-Owned Business Enterprises and will assess appropriate M/WBE participation goals upon project development and scope finalization. The RFQ evaluation at this stage focuses exclusively on vendor expertise and qualifications; pricing considerations are deferred to later stages. Awarded contracts include options for four one-year renewal periods, renewable one year at a time under the same terms and conditions, subject to approval by Harris County Commissioners Court. Questions must be submitted in writing through the Bonfire platform prior to the stated deadline; all questions and answers will be released as a public notice. Persons with disabilities requiring accommodations should contact the Office of the Purchasing Agent at (713) 274-4400 at least two business days prior to the conference.
