About this file
This specification document outlines Harris County's Request for Qualifications (RFQ) for supplemental professional architectural and/or engineering services to design and implement various drainage projects through the Office of the County Engineer. Harris County seeks multiple qualified firms capable of providing comprehensive engineering design and construction administration services focused on drainage infrastructure improvements. The hypothetical project referenced in the qualification submittal is the Pine Trails Subdivision Drainage Improvements project, located in Northeast Harris County within the Greens Bayou watershed, with an estimated budget of $50,000,000. The project scope includes drainage studies, preliminary engineering reports, design services, construction plan development, bid document preparation, and construction phase services to address insufficient storm sewer capacity and structural flooding issues. A pre-submittal conference is scheduled for Monday, September 14, 2026, at 10:30 a.m. CST via Microsoft Teams; attendance is encouraged but not mandatory. Respondents must submit questions in writing through the Bonfire platform prior to the stated deadline, and all questions and answers will be released as a public notice. Harris County intends to authorize negotiations with multiple firms, with contracts awarded upon project initiation by the Office of the County Engineer and successful negotiation. The contract includes options for four one-year renewal periods, renewable one year at a time under the same terms and conditions, subject to approval by Harris County Commissioners Court.
All respondent firms must be registered with the State of Texas and provide fully licensed personnel capable of delivering engineering services including preliminary and final design, topographic and utility surveys, geotechnical and hydraulic analysis, traffic studies, structural design, cost estimating, and bid document preparation. Respondents must complete and submit the Certificate of Interested Parties (Form 1295) prior to submittal; failure to do so may result in disqualification. Harris County is committed to fostering meaningful engagement with Minority- and Women-Owned Business Enterprises (M/WBEs) and will assess appropriate M/WBE participation goals upon project development and scope finalization. The RFQ evaluation at this stage focuses exclusively on vendor expertise and qualifications, with pricing considerations deferred to later stages. Persons with disabilities requiring special accommodations should contact the Office of the Purchasing Agent at (713) 274-4400 at least two business days prior to the conference.
