About this opportunity

Harris County is requesting qualifications for supplemental professional architectural and engineering design services for various facility projects under the Office of the County Engineer, with qualifications due September 28, 2026. The primary hypothetical project for evaluation is a new County Administration Building at 1001 Preston, Houston, with an estimated budget of $50 million, encompassing demolition of the existing 250,000-square-foot nine-story structure, new construction, and parking facilities.

Harris County commits to fostering meaningful engagement with Minority- and Women-Owned Business Enterprises and will determine appropriate M/WBE participation goals upon development of specific project scopes. Firms must submit a Certificate of Interested Parties (Form 1295) prior to proposal submission; failure to do so may result in disqualification.

The scope includes programming, space planning, schematic design, design development, construction documents, cost estimating, permitting, value engineering, bidding phase services, construction administration, and closeout documents. The county requires a comprehensive design and construction management team with specialized consultants in civil engineering, structural engineering, HVAC, MEP, interior design, landscape design, acoustic design, traffic and transportation, environmental weatherproofing and roofing, code compliance, information technology, audiovisual systems, security, signage and graphics, Texas Accessibility Standards compliance, LEED and energy modeling, building information modeling, and furniture and equipment planning.

A pre-submittal conference is scheduled for September 14, 2026, at 11:00 a.m. CST; attendance is recommended though not mandatory. Written questions must be submitted through Bonfire prior to the deadline, and all questions and answers will be released publicly to all firms. Harris County may exercise four one-year renewal options based on the same terms, conditions, and pricing as the original contract year, subject to Commissioners Court approval, after which the contract must be rebid.
