The project encompasses planning, design, and construction of a new county administration building to replace an existing 250,000 square-foot, nine-story mid-rise structure, including demolition of the existing facility and construction of parking facilities on the same site. The scope of services includes programming, space planning, schematic design, design development, construction documents, cost estimating, permitting, value engineering, bidding phase services, construction administration, and closeout documents. Harris County may exercise four one-year renewal options based on the same terms, conditions, and pricing as the original contract year, subject to Commissioners Court approval, after which the contract must be rebid. Firms must submit a Certificate of Interested Parties (Form 1295) completed at https://www.ethics.state.tx.us/filinginfo/1295/ prior to proposal submission, with failure to do so potentially resulting in disqualification. The county is committed to fostering meaningful engagement with Minority- and Women-Owned Business Enterprises (M/WBEs) and will determine appropriate M/WBE participation goals upon development of specific project scopes. The project requires a comprehensive design and construction management team including specialized consultants in civil engineering, structural engineering, HVAC, MEP, interior design, landscape design, acoustic design, traffic/transportation/parking, environmental/weatherproofing/roofing, code compliance, information technology, audiovisual systems, security, signage/graphics, Texas Accessibility Standards compliance, LEED/energy modeling/life cycle cost analysis, building information modeling, and furniture and equipment planning.
