About this opportunity

The City of Sierra Vista, Arizona is requesting statements of qualifications for professional architectural and engineering services at Sierra Vista Municipal Airport, a joint-use civilian-military facility, with responses due June 22, 2026 at 10:00 a.m. Arizona Time. The City will short-list respondents for a formal Request for Proposal and award a three-year contract with one optional two-year extension to the highest-ranked firm.

No Disadvantaged Business Enterprise goal has been established for this project per the Interim Final Rule issued October 3, 2025. Respondents must demonstrate proven ability to work at joint-use military-civilian airfields, experience with FAA and Arizona Department of Transportation regulations, and qualifications in airport design spanning taxiways, runways, aprons, pavement maintenance, and airfield development.

The scope encompasses scoping, design, bidding and negotiation, and construction administration services for multiple planned airport projects. Identified projects include AWOS sensor installation ($400,000), Runway 12-30 pavement preservation ($1.67 million), concrete apron rehabilitation ($1.4 million), north-side landside development improvements ($8 million), general pavement maintenance ($2.5 million), Runway 26 MALSF installation ($1 million), and REIL installation on multiple runways ($1.95 million). Each individual project will require separate fee negotiation and authorization prior to work commencement. Statements of Qualifications are limited to 20 pages excluding attachments.

The evaluation committee will score proposals on eight criteria: ability to perform services, comparable experience, key personnel qualifications, past project quality, sub-consultant qualifications, on-time and on-budget delivery, FAA/ADOT regulatory knowledge, and military-civilian collaboration experience. All contracts are subject to federal requirements including Davis-Bacon prevailing wage provisions, equal employment opportunity requirements, and insurance minimums of $1 million for general and professional liability coverage. SAM.gov registration is required for award consideration. Questions are due June 1, 2026.
