About this opportunity

The Port of Tacoma is requesting qualifications from environmental consulting teams for planning, permitting, surveying, design, and construction-phase support on the Parcel 132 and Parcel 94 Triangle Cleanup Project, with statements of qualifications due October 1, 2026. This is a single professional services contract under RFQ No. 072026-1045 with an anticipated three-year term from execution, extendable to four years at the Port's discretion. Questions close September 24, 2026.

Parcel 132 is a 0.91-acre contaminated brownfield site with soil and groundwater impacts from historic industrial uses; Parcel 94 Triangle is adjacent property requiring cleanup. The recommended approach is excavation with offsite disposal, with tentative construction in summer 2028. Qualified Environmental Professional (QEP) teams must have capabilities spanning the full project lifecycle from remedial planning through permitting and civil design to construction administration. Partial funding is provided by the EPA through a Brownfields grant, with all grant terms and conditions binding on the contract.

Compensation is time and materials with fully burdened hourly rates fixed for the contract term unless renegotiated annually, with adjustments tied to the Consumer Price Index for the Seattle-Tacoma/Bremerton area. Subconsultant and third-party services are reimbursed at cost plus negotiated markup. The consultant must carry Professional Liability insurance of not less than $2,000,000 per claim and in the aggregate, and Commercial General Liability of $2,000,000 per occurrence and $4,000,000 aggregate. Key personnel identified in the submission must remain assigned for project duration unless the Port agrees otherwise in writing. All deliverables become Port property. The selected firm may be precluded from competing on subsequent contracts directly resulting from this work.

Evaluations are scheduled for October 8, 2026, with potential oral presentations October 13–16, 2026, final selection October 19, 2026, and contract execution by October 26, 2026.
