About this opportunity
The City of Surprise Water Resource Management Department is requesting qualifications from consulting firms to provide on-call water and wastewater consulting services under RFSQ, with responses due May 14, 2026 at 11:00 a.m., and is replacing contracts awarded under Solicitation No. 321079 expiring June 30, 2026.
The City intends to award multiple contracts on a task-oriented, as-needed basis with no guaranteed minimum volume. Services span six discipline areas: Planning and Engineering, Water Resources & Hydrology, SCADA/Control Systems & Electrical Systems, Regulatory & Permitting Support, System Evaluation & Asset Management, and Construction Implementation Support. The City operates 22 wells, 7 water supply facilities, 4 wastewater treatment plants, and associated pipeline infrastructure across 100 square miles of service area with a planning area exceeding 300 square miles, serving approximately 75,000 wastewater customers and 25,000 water customers.
Contracts are Firm Fixed Price with an initial one-year term and the option for up to four additional one-year extensions by mutual written amendment. Price increase requests will be considered only at contract extension after one year of performance.
Responses are evaluated on a points-based system: General Information at 20 percent, Experience of the Offeror at 40 percent, Key Personnel at 30 percent, and Past Performance at 10 percent. The City reserves the right to conduct optional interviews as the sole determining factor for final selection. Responses are limited to 15 pages excluding required forms and must be submitted electronically via the OpenGov portal.
All offerors must obtain a City of Surprise Business License, provide proof of insurability at specified minimum coverage limits, and certify non-collusion, immigration compliance, and compliance with Arizona statutes prohibiting boycotts of Israel and use of Uyghur forced labor. Offerors may propose solutions using subcontractors and are not required to self-perform all services.
An optional pre-submittal meeting is scheduled for April 16, 2026. Written questions are due April 23, 2026. Short-list notification is anticipated May 29, 2026, with interviews June 3, 2026, and contract award by June 30, 2026.
