About this opportunity

Harris County Flood Control District is requesting statements of qualification for on-call professional land surveying services to establish a pre-qualified registry of firms for various projects, with qualifications due September 21, 2026 at 2:00 p.m. CST. M/WBE participation goals of 10 to 30 percent apply at the individual project level rather than during RFSQ submission.

The scope encompasses topographic and boundary surveys, right-of-way mapping, utility location and documentation, horizontal and vertical control based on Texas State Plane Coordinate System and NAVD 1988, and subsurface utility engineering investigations (Level B, C, and D). Deliverables include CAD files with 1-foot contours and Digital Terrain Models. The District uses a hypothetical White Oak Bayou Desilt project along Vogel Creek as the qualification basis. Bathymetric and hydrographic surveys may be performed in-house or through qualified sub-consultants. All work must comply with Texas Board of Professional Engineers and Land Surveyors standards and the 2019 Harris County Flood Control District Land Surveying Guidelines.

Surveying services will support design, repairs, and construction of ditches, bayous, waterways, stormwater detention basins, and drainage infrastructure, as well as property and right-of-way acquisition and county-wide benchmark infrastructure maintenance across Harris County and multiple Houston city jurisdictions.

A pre-submittal conference is scheduled for September 1, 2026 at 11:00 a.m. CST via Microsoft Teams; attendance is encouraged but not mandatory. Written questions are due September 4, 2026 at 2:00 p.m. CST to HCFCDRegistry@hcfcd.hctx.net. A completed Texas Form 1295 (Certificate of Interested Parties) is required prior to submission. The District reserves the right to remove firms from the registry for failure to comply with industry practices, breach of laws, or failure to meet performance expectations.
