About this file

This is a Request for Statements of Qualification (RFSQ) Specifications document issued by the Harris County Flood Control District (HCFCD) in Texas for on-call professional land surveying services to establish a pre-qualified registry of firms. The District seeks qualifications from firms capable of providing comprehensive surveying services for various projects including design, repairs, and construction of ditches, bayous, waterways, storm water detention basins, and drainage infrastructure, as well as property and right-of-way acquisition support and maintenance of county-wide benchmark infrastructure. The RFSQ uses a hypothetical project—the White Oak Bayou Desilt (DRP Sediment Removal) project along Vogel Creek—as the basis for qualification submissions. A pre-submittal conference is scheduled for September 1, 2026, at 11:00 AM CST via Microsoft Teams (attendance is encouraged but not mandatory). Written questions must be submitted to HCFCDRegistry@hcfcd.hctx.net by September 4, 2026, at 2:00 PM CST, and qualifications are due by September 21, 2026, at 2:00 PM CST. The RFSQ was released on August 21, 2026, at 11:00 AM CST.

The scope of services encompasses topographic and boundary surveys, right-of-way mapping, utility location and documentation, horizontal and vertical control based on Texas State Plane Coordinate System and NAVD 1988, subsurface utility engineering investigations (Level B, C, and D), and deliverables including CAD files with 1-foot contours and Digital Terrain Models. Optional bathymetric and hydrographic surveys may be performed in-house or through qualified sub-consultants. All work must comply with Texas Board of Professional Engineers and Land Surveyors standards and the 2019 Harris County Flood Control District Land Surveying Guidelines. Harris County estimates M/WBE participation goals for individual projects at 10 to 30 percent, with specific commitments required at the project level rather than during RFSQ submission. A completed Texas Form 1295 (Certificate of Interested Parties) is required prior to submission. The District reserves the right to remove firms from the registry for failure to comply with industry practices, breach of laws, or failure to meet performance expectations.

SCHEDULE SUMMARY

The following is the estimated timetable and is provided to assist responding firms in planning:

RFQ Release Date August 21, 2026, 11:00 AM CST Pre-Submission Conference September 1, 2026, 11:00 AM CST Submission of Questions Deadline September 4, 2026, 2:00 PM CST Qualifications Submission Deadline September 21, 2026, 2:00 PM CST

MINORITY AND WOMEN OWNED BUSINESS ENTERPRISES

Harris County and HCFCD are committed to fostering meaningful engagement with prime firms and sub-consultants that reflect the diverse business community within the County. We are dedicated to ensuring that Minority- and Women-Owned Business Enterprises (M/WBEs) are afforded fair and equitable opportunities to participate in the County’s procurement process per the County’s M/WBE Policy. Harris County and HCFCD expect suppliers to agree to assist the County to meet or exceed the goals for awarding contracts to M/WBEs associated with projects the HCFCD procures, operates, maintains, or constructs.

As this is an RFSQ, the focus at this stage is exclusively on evaluating the expertise and qualifications of potential prime firms. When project-specific scope is detailed later for various projects, Harris County will carefully review and assess each project’s scope of services to determine the appropriate M/WBE participation goals. Harris County estimates the M/WBE goals for individual projects to range between ten percent (10%) and thirty percent (30%). Satisfactory performance against the goals will be a requirement for provision of on-call services.

As the MWBE goal will be a requirement in project level agreements, specific sub-consultant commitments are not required now. M/WBE commitments will be required later from firms when they propose services for specific projects. This is because projects vary in their need for specific disciplines that sub-consultants would be contracted.

CERTIFICATE OF INTERESTED PARTIES (FORM 1295)

Texas law requires all parties who enter into any contract with the County which must be approved by Commissioners Court to disclose all interested parties. Form 1295 must be completed in its entirety at the following website: https://www.ethics.state.tx.us/whatsnew/elf_info_form1295.htm prior to submitting your response. Failure to do so may result in disqualification of your response.

REMOVAL FROM REGISTRY

HCFCD reserves the right to remove any firm from the registry based upon failure to comply with usual and customary practices of the industry, breach of any laws, rules or regulations, or failure to significantly comply with or meet the performance expectations as established in a subsequent contract, if any, between HCFCD and a respondent.

SCOPE OF SERVICES

The scope of services includes a range of land surveying services to support design, repairs and construction of various ditches, bayous, waterways, storm water detention basins, and other drainage infrastructure, as well as assist in maintaining the County-wide benchmark infrastructure and Reference Mark system, and services to support property and/or right-of-way acquisitions, encroachment removal, other District in-house construction projects (e.g. rain gardens, sidewalks, etc.), and improvement of public property within and adjacent to District right-of-way.

All surveying activities and deliverables performed for the District must adhere to the most current laws and minimum standards of practice as established by the Texas Board of Professional Engineers and Land Surveyors (TBPELS) with support from the Texas Society of Professional Surveyors (TSPS) Manual of Practice for Land Surveying, as well as the current 2019 Harris County Flood Control District’s Land Surveying Guidelines.

General services expected from the qualified firm(s) are as follows:

• Conduct a comprehensive topographic and boundary survey to establish the existing conditions of the project site, including property boundaries, rights-of-way, and utility locations.

• Perform deed research to determine existing rights-of-way and tie property corners and block corners to define the right-of-way throughout the project route.

• Prepare right-of-way maps, topographic maps, and utility maps, conforming to Harris County Flood Control District standards and TSPS Category 1B requirements.

• Prepare boundary surveys to include all improvements (if applicable) conforming to Harris County Flood Control District standards and TSPS Category 1A requirements.

• Locate sufficient evidence to establish the boundary of rights-of-way and/or individual properties, and prepare individual landowner sketches showing the existing right-of-way and improvements that are encroaching and the measurements of the encroachments in relation to the location of the boundary.

• Survey and document existing utilities, drainage structures, and physical features such as buildings, curbs, driveways, and trees, including establishing elevations and locations.

• Provide horizontal and vertical control based on the Texas State Plane Coordinate System (South Central Zone, NAD83) and NAVD 1988, respectively.

• Evaluate and document the location and condition of the existing waterway, ditch, bayou, etc. and all outfall and drainage structures within, providing data necessary for future design, construction, and repairs.

• Conduct Subsurface Utility Engineering (SUE) Level C and Level D investigations in accordance with American Society of Civil Engineers (ASCE) guidelines and coordinate utility markings from Texas One Call.

• Provide deliverables, including Computer-Aided Design (CAD) files with topographic data, Digital Terrain Model (DTM) with 1-foot contours, and signed, sealed, and dated right-of-way maps.

• Conduct Hydrographic and Bathymetric Surveys to standards set forth upon request (optional).

Firms shall submit Statement of Qualifications referencing the hypothetical project listed below. The project is hypothetical, however the firm should prepare their qualification submittal as if they were proposing to work on this specific project.

Project Name / ID White Oak Bayou Desilt (DRP Sediment Removal) / E121-00-00-X027

Project Limit Surveyors shall reference the project limits as shown below in Exhibits 1 and 2. These Exhibits illustrate the exact segment of Vogel Creek defined for desilting and survey capture.

General Project Scope The E121-00-00-X027 White Oak Bayou Desilt project involves supporting the White Oak Bayou Desilt (DRP Sediment Removal) effort along Vogel Creek (E121-00-00) within the White Oak Bayou watershed. The project consists of removing accumulated sediment to restore channel capacity and improve conveyance. This survey request supports design, planning, and environmental coordination with sediment removal and streambank stabilization activities, as well as Right-of-Way identification and possible removal of potential encroachments.

In addition, to more accurately assess the flood-risk, environmental monitoring and a detailed terrain model essential for engineering of this waterway, a bathymetric survey will be evaluated as an option and is requested as a possible service. Please separately state if this last optional portion would be able to be completed in-house by the firm and if so, list the qualifications to be able to complete the bathymetric survey and suggested options to best complete this portion. If not, please simply state that these services are not offered by the firm and would need to be partnered with a qualifying vendor. *(Please note that if unable to perform this optional service it will not in any way hinder or disqualify any firm from being considered as a vendor. As hydrographic and bathymetric surveys are within the purview of requested services, this distinct type of service request will be used to assess qualifying firms for these surveys separately).*

Scope of Work The survey shall cover the entire project limits as shown in the Exhibits below and any additional areas necessary to ensure continuity and accuracy. The scope includes, but is not limited to:

Provide existing Right-of-Way (ROW) Mapping (Category 1B: Condition II – TSPS standards), Topographical Surveying (Category 6, Condition I – TSPS standards), and Level B SUE if needed for the area identified in the project exhibits below.
