About this opportunity

The City of Show Low, Arizona is requesting Statements of Qualifications for design-build services on a terminal expansion at Show Low Regional Airport (Project No. 75027021), with SOQs due September 25, 2026 and a mandatory Project Information Meeting on September 11. Three short-listed teams will advance to the RFP phase.

The scope encompasses approximately 2,000 square feet of terminal expansion on the west side of the existing terminal to house an expanded TSA screening checkpoint, sterile passenger waiting area, and sterile passenger restroom, plus flooring installation in the existing terminal and a new roof on the existing building with materials matching or harmonizing with new expansion materials. The terminal must remain open and operational during construction. The progressive design-build delivery includes a pre-construction phase with scoping, programming, schematic design, design development, and construction documents. A Guaranteed Maximum Price will be established during pre-construction and formalized through contract amendment.

Estimated project budget is $750,000, funded through City budgeted cash on hand. Mandatory minimum qualifications require demonstrated ability to provide performance and payment bonds rated minimum "A" and compliance with the City's insurance requirements: $1,000,000 Combined Single Limit of Liability per occurrence for general liability and $1,000,000 automobile liability. SOQ evaluation is weighted 40%; Concept Proposal, 50%; and Reviewer's Criteria, 10%. The selected design-builder will contract on the City's Standard Form "Agreement Between Owner and Contractor on the Basis of a Stipulated Price" with a two-year warranty from final project acceptance. Full Arizona employment verification and legal compliance is required.

Questions are due September 16, 2026, with City responses September 17. Short-listed teams will be notified October 2, when the RFP issues, followed by Concept Proposal due October 21, interviews October 23, and preferred offeror notification October 26. SOQ submission requires one original and seven copies in sealed envelopes, body limited to twenty single-sided pages.
