About this opportunity
The City of Casa Grande is requesting Statements of Qualifications for a Construction Manager at Risk (CMAR) to provide preconstruction and construction services for the Thornton Road and Cottonwood Lane Improvements Project, with SOQs due September 29, 2026 at 2:00 p.m.
The project scope includes widening the Thornton Road and Cottonwood Lane intersection by adding a second westbound-to-southbound left turn lane and a northbound-to-eastbound right turn lane, with associated sidewalk, curb and gutter, drainage modifications, irrigation pipe extensions, and traffic signal modifications. Cottonwood Lane pavement rehabilitation and ADA improvements between Pinal Avenue and Thornton Road include mill and fill, full-depth replacement options, and sidewalk and ramp modifications.
Under Arizona Revised Statutes Section 34-603, the selected CMAR must self-perform not less than 45 percent of horizontal construction work and provide Payment and Performance Bonds in accordance with A.R.S. Section 34-222 prior to execution of the construction contract. The City reserves the right to negotiate a separate Construction Phase Agreement following design development and agreement on a Guaranteed Maximum Price.
The evaluation process awards a maximum of 1,000 points across five criteria: Cover Letter and Required Forms (100 points), Capabilities of the Project Team (300 points), Project Understanding and Approach (200 points), Firms Similar Project Experience, Relevance and Results (300 points), and Subcontractor Selection Plan (100 points). The City will assess CMAR experience with similar multi-discipline transportation projects completed within the last five years, superintendent and key personnel qualifications, understanding of project risks, project management methodologies, and subcontractor selection processes. SOQ responses are limited to six single-sided pages, with required forms as non-counting attachments. The highest-ranked firm will be selected for negotiation of preconstruction services, with an option for the City to negotiate with subsequent firms if initial negotiations are unsuccessful. Submissions must be delivered to the City Clerk's office at 510 East Florence Boulevard, Casa Grande, Arizona 85122 in one original and two sealed copies. No pre-submittal conference will be held.
