About this opportunity

Harris County Office of the County Engineer is requesting qualifications from multiple surveying firms for supplemental professional land surveying services supporting various county infrastructure projects, with qualifications due October 5, 2026 and a pre-submittal conference on September 15, 2026.

The scope encompasses topographic and boundary surveys, deed research, right-of-way and utility mapping, subsurface utility engineering investigations at ASCE Level C and D, and horizontal and vertical control work across design and construction projects for roads, bridges, sidewalks, drainage and mobility infrastructure, buildings, facilities, parks, and property or right-of-way acquisitions. All services must comply with Texas Board of Professional Engineers and Land Surveyors standards and the Texas Society of Professional Surveyors Manual of Practice. Deliverables include CAD files and signed, sealed, and dated maps conforming to Harris County standards and TSPS Category 1B requirements, with horizontal and vertical control using Texas State Plane Coordinate System and NAVD 1988.

The evaluation uses a hypothetical project—Garth Road Section 1 & 2 (FM 1942 to Ashbel Cove Drive, estimated budget $19.35 million)—involving conversion of a two-lane asphalt roadway to a four-lane concrete boulevard with curb and gutter, raised medians, storm sewer and detention, sidewalks, and a bridge crossing. The contract term includes an initial period plus four one-year renewal options, subject to Commissioners Court approval; renewal is not automatic and the County reserves rebidding rights.

Harris County is committed to assessing M/WBE participation goals appropriate to project scope. Respondents must complete Form 1295 (Certificate of Interested Parties) at the Texas Ethics Commission website prior to submission; failure to do so may result in disqualification. The pre-submittal conference on September 15 at 1:00 p.m. CST via Microsoft Teams requires RSVP by September 14 at 4:00 p.m. CST. Written questions must be submitted through Bonfire and will be released as a public notice. Attendance at the pre-submittal conference is strongly recommended but not mandatory.
