About this opportunity
The City of Puyallup Public Works Engineering Department is requesting qualifications for consulting, survey, design, and engineering services for the 39th Ave SE Tank No. 1 Retrofit and Recoat Project (CIP #26-008), with statements of qualifications due September 28, 2026 at 2:00 PM.
Respondents must demonstrate a minimum of five years of design experience and be appropriately licensed or registered under Washington state law. The central capability filter is documented experience with at least four previously completed seismic retrofits of municipal potable water tanks, including at least one project incorporating federal grant requirements such as Build America, Buy America Act (BABA) compliance. The selected consultant's team must demonstrate expertise in federally funded public works projects utilizing WSDOT Standard Specifications, construction drawing preparation, bid specifications development, construction cost estimating, and construction management services.
The project scope encompasses seismic retrofit, minor repairs to the tank shell and appurtenances, and complete interior and exterior recoating of a steel welded tank constructed in 1978. The tank holds 2.9 million gallons, measures 70 feet in diameter and 116 feet tall, and currently has no seismic restraint. The City anticipates completing 90% design in early 2027, with design and construction completion contingent upon award of a FEMA Building Resilient Infrastructure & Communities (BRIC) grant. The City reserves the right to award other applicable project phases to the selected consultant and requires commitment that the project lead and key members will not be replaced without prior approval. A radio frequency study is required due to a nearby monopole mounted with wireless infrastructure for private communication utilities.
Statements of Qualifications must be submitted electronically as a single PDF file limited to ten 8.5" x 11" single-sided pages. The selection schedule includes City review completion by October 9, 2026, interviews on October 21, 2026, final selection by October 26, 2026, and contract execution authorization by City Council on November 17, 2026.
