The City reserves the right to award other applicable phases of the project to the selected consultant.

BACKGROUND:

The project scope includes seismic retrofit, minor repairs to tank shell and appurtenances, and recoating of the entire interior and exterior of the 39th Ave SE Tank No 1. The steel welded tank was constructed in 1978, holds 2.9 million gallons, is 70 feet in diameter and 116 feet tall, and has no seismic restraint. The City of Puyallup is seeking a consultant to provide design and construction services for the project.

The City anticipates completing 90% design in early 2027. The City has applied for a grant through the Building Resilient Infrastructure & Communities (BRIC) grant program by FEMA and, if awarded, will complete the design and construction. If not awarded the BRIC grant, the City may pause design and pursue additional funding opportunities.

A similar project was recently constructed for the 39th Ave SE Tank No. 2 on the same site. As part of the design, geotechnical investigations were conducted in 2021 and 2024. Seismic retrofit to Tank No. 2 included installation of a micropile foundation, anchor bolts, and vertical stiffeners.

The same retrofit was proposed in the FEMA grant application for Tank No. 1, with the added proposal to weld steel members along the entire circumference of select steel shells to address their hoop stress deficiency.

Tank No. 1 is near a monopole mounted with wireless infrastructure for private communication utilities. As part of the design, the consultant will complete a radio frequency study and incorporate mitigation measures, as needed, to protect the contractor and staff when working on the tank.
