About this opportunity

Maryland Health Benefit Exchange (MHBE), an independent unit of state government, is requesting resumes for a Senior Systems Architect position under an existing Indefinite Delivery Indefinite Quantity Master Contract, with responses due June 16, 2026 at 10:00 a.m. EST. Eligibility is restricted to firms that hold a Master Contract directly from MHBE; vendors without a prior MHBE Master Contract award are ineligible to submit.

The position requires expertise in ServiceNow platform architecture and administration to support planning, architecting, setup, and maintenance of core IT infrastructure. Minimum qualifications include five years in enterprise IT environments; five years as a ServiceNow architect or administrator; five years designing and creating incident, problem, and change management modules in ServiceNow; and five years creating and administering Jira projects with ServiceNow integrations. Candidates must demonstrate proficiency in platform configuration, customization, user access management, system integration, reporting, and IT Service Management processes. Preferred qualifications include eight years architecting ServiceNow, five years in ServiceNow development and performance optimization, experience with platform upgrades and migrations, proficiency in advanced scripting languages, and certifications in ServiceNow Certified System Administrator, ServiceNow Certified Implementation Specialist, and ITIL.

Work is performed at MHBE's office at 750 East Pratt Street, 6th Floor, Baltimore, Maryland, with flexibility for on-site or remote work at MHBE's discretion. The anticipated start date is July 1, 2026. The initial performance period extends through June 30, 2027, with MHBE holding a unilateral option to renew for an additional one-year term through June 30, 2028. Price proposals shall include a fully loaded hourly labor rate capped at the Master Contract maximum rate, with evaluation hours of 1,900 for each option year. Each Master Contractor may submit resumes for a maximum of one candidate, and individual candidates may be submitted by only one Master Contractor. Evaluation considers work experience, training and education, and interview presentation, with technical factors weighted more heavily than price.
