About this opportunity
The Massachusetts Education Department is soliciting responses to an RFR on behalf of the Massachusetts Veterans' Home at Chelsea for on-site workforce education and training support, with responses due November 20, 2026 at 3:00 PM via COMMBUYS. The award is single-award and limited to use by the Veterans' Home, and every bidder must make a minimum 1% Supplier Diversity Program financial commitment to SDO-certified or recognized diverse businesses.
At least 25% of evaluation points are allocated to the SDP Plan Form. The Small Business Purchasing Program offers preference to SBPP-participating businesses that meet best-value criteria.
The contractor assesses current training and compliance against DPH, CMS, and VA requirements, identifies deficiencies, and develops a comprehensive Annual Education Plan. The contractor also delivers annual education and re-education across all three shifts, provides hands-on education and competency validation, supports survey readiness, and maintains Education Department functions while the position remains vacant. The role is on site and requires availability for day, evening, and overnight shifts. Required qualifications include a Massachusetts Registered Nurse license, leadership experience in Level 2 Long-Term Care, strong knowledge of Level 2 SNF, DPH, CMS, and VA regulations, and Official CPR Trainer Certification. The Home is a 24-hour long-term care facility serving approximately 250 veterans and employing approximately 375 direct care staff.
The contract runs one year with no renewal options and an estimated start date of December 7, 2026. The source does not state a contract value. Payment is Net 45 calendar days from receipt of a complete invoice, and advance payments and deposits are not permitted. The Prompt Pay Discount Form is a mandatory submission unless the bidder shows that a discount would be unduly burdensome, and the Commonwealth may use submitted discounts as a basis for selection.
Only responsive proposals are scored and ranked. Evaluation covers comprehensive response to all RFR aspects, best value, relevant licensure and certifications, compliance with RFR instructions, prior Level 2 SNF experience, references, and availability and ability to be on site. Performance measures require 100% completion of required annual education, an initial assessment and Annual Education Plan within 30 days, and monthly progress reports.
Questions are due November 6, 2026. Required submission forms include the Commonwealth Terms and Conditions, W-9, Standard Contract Form, SDP Plan Form, Business Reference Form, and Prompt Pay Discount Form.
