About this opportunity
The Atlanta Regional Commission is seeking qualifications from local e-bike retailers to participate in the City of Atlanta E-Bike Rebate Program, with submissions due July 23, 2026 at 4:00 p.m. EST. This is a local-vendor-only opportunity — participants must operate a brick-and-mortar location within Atlanta city limits, be registered with the Georgia Corporations Division, and have been in business for at least one year prior to submission. Site registration and application approval must be completed before submitting qualifications.
Selected vendors will serve as point-of-sale rebate partners, with ARC reimbursing vendors for each rebate redeemed. The program targets approximately 600–800 e-bike purchases, with rebate amounts of $1,600, $1,100, or $550 per bike depending on household income. The maximum budget is $960,000, covering e-bikes, certain accessories, and reimbursements based on redemptions. Any remaining voucher value may be applied solely toward helmets or bike locks; surplus is forfeited.
Vendors must sell new Class 1, 2, or 3 e-bikes complying with UL 2849, UL 2271, EN 15194, or comparable safety standards. E-motos, conversion kits, refurbished bikes, and used bikes are excluded. Participating vendors must provide on-site maintenance, conduct customer consultations, complete mandatory training on the ARC rebate portal, verify customer information at point of sale, and maintain detailed transaction records for five years. ARC reserves termination rights for failure to meet qualifications, provide customer-centric service, verify rebate information, use the portal correctly, include required documentation with reimbursement requests, apply rebate values correctly, sell only ARC-approved models, or timely report returned bikes.
Contract award is anticipated in summer 2026, with work commencing summer 2026 and all activities completed by December 31, 2027. All documents must be combined and submitted as one complete proposal through the ARC procurement website.
