About this opportunity

DeKalb County School District in Georgia is soliciting design-build proposals for elevator cab modernization at thirteen school facilities under RFQu 27-752-811, with qualifications due November 19, 2026 and a mandatory virtual pre-submittal conference on October 20 followed by mandatory site visit on October 21. This is a design-build vehicle, not a traditional bid competition, with evaluation of both qualifications and cost to emerge during shortlist interviews.

The scope encompasses replacement of elevator control systems, door operators, hydraulic power units, signal fixtures, electrification components including Wi-Fi access points and security cameras, signalization systems, and hoistway equipment at Cedar Grove High School, Champion Theme Middle School, Columbia Elementary School, Dunwoody High School, Lithonia High School, Martin Luther King Jr. High School, Montgomery Elementary School, Rockbridge Elementary School, Rock Chapel Elementary School, Shadow Rock Elementary School, Snapfinger Elementary School, Southwest DeKalb High School, and Woodward Elementary School. Work must accommodate ongoing school operations, with construction restricted to evenings, weekends, and summer vacancy periods. The Design Builder must mobilize by March 2027, achieve substantial completion by July 2028, and complete final work within thirty days thereafter. The firm is responsible for all sales taxes, permitting, pre-construction defects documentation, daily site cleanup, debris disposal, protection of existing systems, and full restoration of damaged areas.

The estimated construction cost shall not exceed $6.8 million. The initial award agreement is $10,000 per school; a Guaranteed Maximum Price will be negotiated at a later date. Board approval and contract award are anticipated for February 2027.

Qualifications requirements include a minimum of five years continuous business, current Georgia professional general contractor registration, sufficient bonding capacity for $6.8 million, and audited financial statements. Evaluation of qualifications addresses related building experience (30 points), proposed project staff (25 points), project approach (20 points), current workload (10 points), and equitable distribution of prior DCSD contracts (up to 15 points). Short-listed firms will be interviewed on overall approach and methodology (35 points), project team qualifications (25 points), cost control strategies (20 points), and scheduling capability (20 points). Questions are due November 4, 2026; final addendums will be posted by November 11, 2026.
