About this file
This is an Owner's Criteria and Narrative Scope of Work document and Special Conditions package for a design-build Request for Quote (RFQu 27-752-811) issued by the DeKalb County School District (DCSD) in Georgia for elevator modernization services at thirteen school facilities. The project scope encompasses complete design and construction services for elevator cab modernization at Cedar Grove High School, Champion Theme Middle School, Columbia Elementary School, Dunwoody High School, Lithonia High School, Martin Luther King Jr. High School, Montgomery Elementary School, Rockbridge Elementary School, Rock Chapel Elementary School, Shadow Rock Elementary School, Snapfinger Elementary School, Southwest DeKalb High School, and Woodward Elementary School. Work includes replacement of elevator control systems, door operators, hydraulic power units, signal fixtures, electrification components (including Wi-Fi access points and security cameras), signalization systems, and hoistway equipment to current generation standards while complying with DCSD Design Guidelines and all applicable federal, state, and local codes. The Design Builder must mobilize and commence work no later than March 2027, achieve substantial completion by July 2028, and complete final work within thirty days thereafter. Work must be performed without interruption to school operations during regular school hours, with scheduling accommodated during evenings, weekends, and summer vacancy periods as coordinated with the Owner.
The Design Builder is responsible for all sales taxes on material purchases per Georgia Law, obtaining all necessary permits and DeKalb Board of Education approvals, surveying existing conditions, coordinating equipment delivery during normal business hours, and managing material storage upon site possession. Key responsibilities include protecting existing systems (electrical, security, fire alarm, intercom, energy monitoring, TV/cable, and computer networks), maintaining separation between construction activities and existing facilities, obtaining written consent at least thirty days in advance for any utility interruptions not to exceed forty-eight hours, and submitting detailed demolition procedures for Owner approval. The Design Builder must clean roadways and work areas daily, provide final cleaning to DCSD satisfaction, restore all damaged areas to original or better condition, properly dispose of debris offsite while offering salvageable materials to the Owner for reuse, and include labor and materials warranty. All work must comply with OSHA safety regulations, maintain existing facility evacuation plans, restrict construction and vehicle parking to designated areas, and restrict work interruptions to specific weekend hours unless written Owner consent is obtained. The Design Builder shall submit progress payment applications with photographs and updated schedules, prepare a pre-construction defects list signed by all parties, and assume existing buildings are structurally sound except as noted on the defects list, with responsibility for repairing any defects discovered after work commences that were not recorded on the initial list.
