About this opportunity
DeKalb County School District is requesting qualifications from electronic recycling vendors under RFQu 26-739, with proposals due July 14, 2026 at 2:00 PM EST and a virtual pre-proposal conference on June 23 at 11:00 AM EST. This is a zero-cost program for DCSD; vendors must propose their own compensation structure by offering financial payments to the district in exchange for the right to collect, recycle, and resell surplus electronic equipment.
Vendors must hold e-Stewards or R2 certification and comply with data security protocols including Department of Defense-level data wiping, environmental regulations, and proper handling of hazardous materials. The scope covers approximately 60 pallets of electronic waste accumulated monthly across 135+ DCSD facilities, including surplus computers, displays, office electronics, educational technology devices, and peripherals across multiple manufacturers (Apple, Dell, HP, Lenovo, Acer, and others).
Vendors must provide detailed pricing broken down by equipment type on a per-unit basis and include return-on-investment analysis. The vendor bears all costs for service delivery, including labor, materials, specialized equipment, supplies, trained personnel, insurance, and transportation. Monthly payments to DCSD are due no later than 15 business days following month-end and must be accompanied by detailed invoices and reconciliation reports.
The initial contract term is one year from final execution, with up to four one-year extension options contingent upon DCSD's offer, vendor acceptance, and Board of Education approval. Services commence in October 2026. Evaluation criteria are firm overview (25 points), scope-of-services methodology (35 points), relevant experience and expertise (30 points), and client references (10 points); compensation proposals carry zero evaluation points. Penalties apply for late service delivery, non-compliance with environmental standards, inaccurate reporting, and improper disposal, with potential contract termination if penalties exceed 10% of monthly invoices for three consecutive months within a year. Questions are due June 30 at 12:00 PM EST.
