About this opportunity
The City of Fort Worth is requesting quotations for coin-only multi-space parking meters on an as-needed basis under RFQt 27-0007, with quotes due October 26, 2026. A 30% small-business goal applies; bidders must complete a Small Business Utilization Form and identify all subcontractors and suppliers with current certifications from a City Manager-approved organization. A small business is defined as a business entity located in Tarrant, Wise, Johnson, Parker, or Denton County.
The scope covers coin-operated parking meters accepting only U.S. coins, back-office software for system management and data analysis, and handheld wands for auditing and financial reconciliation. Meters must include user-friendly instructions, display remaining paid time, store payment and operational data internally, feature tamper-resistant and vandal-resistant housing, operate reliably in North Texas weather, and run on battery or solar power with backup components. All systems must be compatible with existing City meter posts and exclude credit card, mobile payment, and contactless payment features. Vendors must submit detailed product specification sheets; demonstrations may be requested at City facilities at no cost to the City, with all delivery, freight, travel, and fuel costs included in unit pricing.
The initial contract term is one year, renewable for up to four additional one-year periods unless either party provides 90 days' notice of non-renewal. Quantities are estimated and do not guarantee future purchases; the City will order on an as-needed basis. Award will be made to the lowest responsive and responsible bidder whose price is reasonable and in the City's best interest. Pricing must remain firm for the contract term and include all freight and delivery costs. Vendors must provide a minimum five-year comprehensive warranty covering hardware, software, and accessories from the date of City acceptance, with defective products repaired or replaced within 10 business days at no cost. Payment terms are Net 30 Days via direct deposit. All data obtained under the contract is exclusively owned by the City and must be transferred at no additional charge upon contract termination.
