Summary: Scope of Work for Coin-Only Parking Meter System

This is a Scope of Work document issued by the City of Fort Worth, Transportation & Public Works Department, for an informal Request for Quote (RFQt Ref. #: 27-0007) to procure a comprehensive coin-only parking meter system. The City seeks proposals from qualified vendors to supply coin-operated parking meters that accept only U.S. coins, back-office software for system management and data analysis, and handheld wands for auditing and financial reconciliation. The parking meters must include user-friendly instructions, display remaining paid time, store payment and operational data internally, feature tamper-resistant and vandal-resistant housing, operate reliably in North Texas weather conditions, run on battery or solar power with backup components, and be compatible with existing City meter posts. The system must exclude all credit card, mobile payment, and contactless payment features. Vendors must submit detailed product specification sheets, and demonstrations may be requested at City facilities at no cost to the City, with all delivery, freight, travel, and fuel costs included in unit pricing. The initial contract term is one year, renewable for up to four additional one-year periods unless either party provides 90 days' notice of non-renewal. Quantities are estimated based on previous usage and do not guarantee future purchases; the City will order items on an as-needed basis.

Award will be made to the lowest responsive and responsible bidder whose price is reasonable and in the City's best interest, with the City reserving the right to make multiple awards or reject bids in whole or in part. Pricing shall remain firm for the contract term and include all associated freight and delivery costs, with price adjustments permitted only annually upon contract renewal if the vendor submits a written request with proof of cost increases at least 90 days before the effective period. The vendor must provide a minimum five-year comprehensive warranty covering hardware, software, and accessories from the date of City acceptance, with defective products repaired or replaced within 10 business days at no cost, and an option to purchase up to three additional years of extended warranty. All data obtained under the contract is exclusively owned by the City, and upon contract termination, the vendor must transfer all data to the City at no additional charge in an agreed format. Payment terms are Net 30 Days via direct deposit, and the solicitation is subject to the City's Small Business Program under Ordinance No. 27832-08-2025. Bidders must submit completed RFQt-01 forms, a Small Business Utilization Form, a Small Business Enterprise Certificate if applicable, and a completed bid table.
