About this opportunity

The City of Fort Worth is soliciting bids through RFQt for Cement Lime Slurry and Cement Slurry on an as-needed basis for its Transportation and Public Works Department, with bids due November 5, 2026. The solicitation is subject to the City's Small Business Program under Ordinance No. 27832-08-2025, and bidders must submit a Small Business Enterprise Certificate if applicable.

The two products are Cement-Lime Super Slurry, a calcium hydroxide-enhanced cementitious product that allows dry cement to be mixed with liquid before application, and Super Slurry, a liquefied suspended cement slurry system. Both reduce environmental hazards during road rehabilitation projects. Vendors deliver directly to job sites within Fort Worth, Texas, with exact addresses provided at order, and freight and delivery costs must be included in firm prices. Bidders must submit completed RFQt-01 forms and a completed bid table.

The initial term is one year with no automatic renewal, and the vendor must hold over for up to 90 days under existing terms to allow re-solicitation. Quantities are estimates based on previous usage and do not guarantee purchases. Award goes to the lowest responsive and responsible bidder whose price is reasonable and in the City's best interest. The City may make multiple awards and reject any or all bids. Prices remain firm for the term. Vendors may request adjustments only annually at renewal, with 90 days' written notice and proof of cost increases, and the City may reject any requested increase.

Payment is Net 30 Days after delivery and acceptance, and successful bidders must register for direct deposit before providing goods. Standard terms require a 90-day product warranty with repair or replacement within 24 hours of notice, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, auto liability of $1,000,000 combined single limit, and workers' compensation, with the City named as additional insured. The agreement is governed by Texas Uniform Commercial Code with Tarrant County venue.
