About this file
This is a Request for Quote (RFQt) specification document issued by the City of Fort Worth Purchasing Division for Cement Lime Slurry and Cement Slurry products needed by the Transportation and Public Works Department on an as-needed basis. The solicitation seeks two primary products: Cement-Lime Super Slurry, a cementitious product enhanced with Calcium Hydroxide that allows dry cement to be mixed with liquid prior to application, and Super Slurry, a liquefied suspended cement slurry system. These products will be used to reduce environmental hazards during road rehabilitation projects. Delivery is required directly to job sites within Fort Worth, Texas, with exact addresses provided at the time of order. The initial contract term is one year with no automatic renewal provisions. The RFQt does not specify estimated quantities, noting only that quantities listed would be estimates based on previous usage and do not guarantee future purchases.
Award will be made to the lowest responsive and responsible bidder whose bid price is reasonable and in the City's best interest, with the City reserving the right to make multiple awards and reject any or all bids. Prices must remain firm for the contract term and include all freight and delivery costs unless otherwise specified in writing. Vendors may request price adjustments only on an annual basis at contract renewal with 90 days' advance written notice and proof of cost increases; the City reserves the right to reject any requested increases. Payment terms are Net 30 Days, and successful bidders must register for direct deposit prior to providing goods or services. The solicitation is subject to the City's Small Business Program under Ordinance No. 27832-08-2025. Bidders must submit completed RFQt-01 forms, a completed bid table, and a Small Business Enterprise Certificate if applicable. Upon contract expiration, the vendor must hold over for up to 90 days under existing terms to allow the City time to re-solicit.
