About this opportunity

The City of Jackson has issued Request for Qualifications and Proposal (RFQP) #26-001 seeking as-needed materials testing services for the 2026 and 2027 construction seasons. The procurement targets consulting firms to provide comprehensive materials testing services for multiple municipal infrastructure projects, including water main construction, street paving, and lead service line replacement across various city streets such as Bloomfield Boulevard, Bowen Street, Burr Street, and others. Specific testing requirements include concrete cylinder testing, compaction tests, soil sampling, aggregate gradation, and quality assurance plan preparation, all adhering to Michigan Department of Transportation (MDOT) standards. Consultants will be evaluated based on four equally weighted criteria: experience (25 points), project staff qualifications (25 points), understanding of the problem (25 points), and method of approach (25 points). The proposal must be submitted electronically via the city's e-Procurement Portal by Thursday, December 4, 2025, at 10:00 am, with a proposed contract term of two calendar years and potential for two two-year renewals contingent upon mutual approval.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract includes a comprehensive compensation structure with detailed line-item pricing, covering 2,080 hours of testing technician time, 386 hours of overtime, and 260 per diem days, along with specific quantities for technical tests. Professional service providers must maintain professional liability insurance with minimum limits of $1,000,000 per claim for projects over $100,000 and $500,000 for projects under $100,000. The city reserves the right to reject any and all proposals and will only open cost proposals for consultants deemed most qualified based on their qualifications. Project implementation remains contingent on funding appropriation, with the city retaining the ability to add or remove projects without penalty, and testing to be conducted at contracted unit prices. While a specific total contract value is not explicitly stated, the comprehensive testing requirements and multiple infrastructure projects suggest a potentially significant procurement opportunity for qualified materials testing consultants.
