About this opportunity
Paris Junior College is requesting qualifications from law firms to provide delinquent property tax collection legal services within the college's taxing area under RFQ26-2, with submissions due by 2:00 p.m. CST on March 16, 2026.
Respondents must demonstrate a minimum of five years' experience filing, processing, and administering delinquent tax collection claims within Texas, and all proposed attorneys must be licensed by the State Bar of Texas. The scope includes comprehensive delinquent ad valorem tax collection services — enforcement through litigation, property foreclosure and sale, bankruptcy representation, and legal advisory — along with quarterly and annual reporting on collection progress, an 800 toll-free customer service line, website property listing services, bilingual capabilities, and Tax Assessor-Collector's Office system compatibility within thirty days of contract award. Respondents must also handle tax roll analysis, taxable value verification, and various taxpayer notices (certified mail, regular mail, published notices, and published sale notices).
The contract term is three years with two one-year renewal options. The evaluation committee will apply weighted scoring: Qualifications and Experience of Firm (20%), Qualifications and Experience of Personnel (20%), Scope Understanding, Approach, and Management (35%), References (20%), and Exceptions to Terms and Conditions (5%). Shortlisted proposers may be invited to present and interview, scored on an additional 40 points.
Written responses must not exceed twenty pages (Sections 1–5) and must include organizational charts, staff resumes, collection procedures, sample letters, references from at least five recent projects, proof of insurance, and a Texas Local Government Code Chapter 176 Conflict of Interest Questionnaire. Transmittal letters, executive summaries, appendices with title research samples, and client lists are permitted outside the page limit. Award recommendation and contract approval are anticipated for April 25, 2026. Contact Thad Turman, Director of Purchasing, Business Services, at 903-782-0203 or tturman@parisjc.edu.
