About this opportunity
Clackamas County Sheriff's Office is requesting quotes for multiple non-exclusive towing and storage service providers to serve the county on an on-call basis, with quotes due July 16, 2026 at 2:00 p.m. PST via Bid Locker. The county intends to establish concurrent contracts with multiple towing companies and will employ a rotational dispatch system to distribute tow requests.
Contractors must provide towing services for passenger vehicles, trucks, vans, and larger vehicles across designated tow zones within Clackamas County and execute a separate written agreement with the county's Tow Dispatch contractor. All service providers must meet extensive equipment requirements, including properly inspected and certified tow trucks no older than specified years by vehicle class (Class A, B, and C), and maintain secure storage facilities within two miles of their assigned tow zones. Drivers must pass background checks and criminal history reviews conducted by the Sheriff's Office. Prior to contract award, all quoters must also pass vehicle inspection by the Sheriff's Office.
Pricing must not exceed the established rate schedule in Appendix 3, which specifies maximum charges for hook-up fees, mileage, storage, labor, and gate fees, with rates varying by vehicle class. All quotes are binding for sixty days from the due date. The initial contract term is two years from the effective date of execution, with options to renew for two additional two-year periods.
Service providers must comply with federal and state regulations regarding vehicle safety, driver qualifications, and hazardous materials handling. The county reserves the right to impose suspensions, monetary penalties, or contract termination for non-compliance, including improper equipment, late responses, overcharging, and failure to maintain insurance requirements.
