About this opportunity

The City of Meriden is soliciting qualifications from architectural firms to provide on-call professional architectural services for municipal projects through RFQ026-18, with proposals due on September 26, 2025, at 11:00 am via the city's eProcurement Portal. The selected firm(s) will deliver comprehensive architectural services including design, planning, project coordination, construction inspection, and management across multiple municipal projects. Required qualifications include extensive experience in municipal architectural services, thorough familiarity with State and Local Building Codes, ADA requirements, roofing standards, and Connecticut State Department of Education guidelines. Firms must demonstrate knowledge of state and government funding requirements and possess the capability to handle multiple simultaneous projects within 14 days of notification. The selection will be based on evaluation criteria encompassing technical understanding, firm experience, service delivery effectiveness, personnel qualifications, state licensing, references, and local knowledge. The anticipated contract duration is expected to be 3-5 years, with firms required to submit detailed statements about their organizational structure, including definitions of sub-consultants, subcontractors, and any parent or subsidiary relationships.

The City of Meriden specifically encourages minority-owned firms to submit qualifications, either independently or through joint ventures, and mandates compliance with municipal, state, and federal affirmative action and equal employment opportunity practices. Participating firms must meet comprehensive insurance requirements, including Commercial General Liability ($1,000,000 occurrence/$2,000,000 aggregate), Business Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Professional Liability ($2,000,000 per claim and aggregate). While no specific award value is explicitly stated, the on-call nature of the contract suggests potential for multiple project engagements over the contract period. The procurement allows for flexible project assignments, with compensation determined on a project-by-project basis through detailed scopes of work and potential change orders. The City reserves the right to select multiple firms to maintain a pool of qualified architectural service providers, ensuring competitive and comprehensive coverage for municipal architectural needs across various potential project types.
