About this opportunity
Los Angeles World Airports (LAWA) is issuing an RFQ to prequalify firms for an Airport Bench Contract pool of on-call, as-needed professional services in workplace culture, training, and safety, with Statements of Qualifications due October 16, 2026 (extended from October 1), and a pre-proposal meeting on September 25, 2026 at 1:00 PM PST. This is a qualifications-based procurement with mandatory set-aside requirements and no pricing submission at the bench qualification stage.
The scope spans four service categories — Workplace Integrity & Investigations (Category A), Culture Management & Employee Engagement (Category B), Creative Production & Specialized Training Services (Category C), and Employee Health, Wellness & Transition Support (Category D) — with respondents able to propose on any single or multiple categories. Services will be delivered at LAX, Van Nuys Airport Division, and LAWA's Palmdale land holdings. Certain work remains reserved to LAWA and City of Los Angeles staff, including routine workplace investigations, legal advice on personnel matters, ongoing program administration, and routine IT maintenance. No guaranteed work flows from prequalification; LAWA will issue Task Order Solicitations on an as-needed basis.
The total program value does not exceed $10 million across all awarded bench contracts over the five-year term (three years plus two optional one-year renewal periods). Pricing and rate negotiations occur exclusively at the Task Order level; no pricing information is to be submitted with the SOQ.
Mandatory Business Enterprise Program participation is 15% Small Business Enterprise (SBE), 3% Local Business Enterprise (LBE), and 3% Local Small Business Enterprise (LSBE). Evaluation allocates 25% to Technical Capability, 25% to Experience & Past Performance, 15% to Organizational Capacity & Risk, 15% to Project Management & Service Delivery, 10% to Business Enterprise Program participation, and 10% to Cost/Fee Structure, with written SOQ scoring up to 100 points and potential interviews adding 20 points.
Required insurance includes General Liability ranging from $2 million to $10 million per occurrence based on airport operations area access, Professional Liability of $1 million per claim and $2 million annual aggregate, and Workers Compensation at statutory limits with Employer Liability at $1 million per accident. Questions close October 2, 2026 at 4:00 PM PST. Registration and document access are through the Bonfire portal at lawa.bonfirehub.com.
