About this opportunity

The Commonwealth of Massachusetts, specifically the State 911 Department, is procuring the services of a certified professional project manager to manage several IT-based projects over an initial timeline through June 30, 2016. The projects may include managing the upgrade to a Next Generation 9-1-1 system, moves/adds/changes of digital logging recorders at public safety answering points (PSAPs), ensuring vendor adherence to contracts, implementing an interim text-to-9-1-1 solution, and creating an inventory management process. The selected project manager will report to the Systems Manager and work closely with the Department's third-party vendors. Deliverables will include project schedules, meeting notes, monthly reports, and an inventory management process. The selected candidate must be available to begin work on or about January 22, 2014 and will be subject to a criminal background check. The candidate must be proficient in Microsoft Office applications, including Microsoft Project, which will be required for project management and tracking. The position will be based primarily at the State 911 Department's administrative office in Taunton, MA, but may require travel to other PSAP locations and third-party vendor sites throughout the Commonwealth.

This procurement is limited to vendors authorized on the Commonwealth's Statewide Contract ITS53 for IT Staff Augmentation services. The contract is an hourly rate agreement, with a not-to-exceed rate of $60 per hour for a 37.5 hour work week. No overtime will be approved, and payment will only be made for actual hours worked up to the maximum obligation amount. The vendor must ensure the Project Manager does not have any conflicts of interest related to IT services contracts with state agencies. The estimated value of the contract is greater than $150,000, and the award will be based on criteria designed to determine the best value for the Commonwealth.
