About this opportunity

The County of San Diego, Department of Parks and Recreation is requesting quotations for sculpture cleaning and restoration services at Waterfront Park under RFQ 13356, with quotes due September 7, 2026, reserved exclusively for small-local businesses per Board Policy B-53.

The scope includes quarterly inspection, cleaning with mild soap solutions, gold leaf preservation, tile and grout restoration, and preventive maintenance on two sculptures (the "#19 Baseball Player" and "Large Seal") on loan from the Niki Charitable Art Foundation. The contractor must provide all labor, equipment, materials, tools, transportation, and incidentals. Work is performed during regular business hours (7:00 a.m. to 4:00 p.m., Monday–Friday) at 1600 Pacific Highway, San Diego 92101, as approved by the park ranger. The contractor must demonstrate three or more prior projects involving cleaning and restoration services, fine art restoration, and tile or mosaic installations, with references provided for verification.

The initial contract term is one year beginning November 1, 2026, with four one-year option periods for a potential total of five years through October 31, 2031. The County may exercise incremental options for an additional one to six months. Pricing is structured as firm fixed price (FFP) for defined-scope quarterly maintenance and restoration tasks (estimated at four lump-sum quantities per year) and time-and-materials not-to-exceed (T&M NTE) for as-needed maintenance services (estimated at 40 hourly rate hours per year). Task orders exceeding $25,000 require a payment bond equal to 100% of the task order amount. Payment terms are net 30 days from the later of performance, invoice receipt, or receipt of substantiating documentation, subject to County approval.

The contractor must comply with California Public Records Act requirements, obtain W-9 and California Revenue and Taxation Code Section 18662 compliance forms, maintain comprehensive insurance and safety compliance, pass criminal background checks, and display ethics hotline posters. Questions are due August 31, 2026 at 5:00 p.m.
