About this opportunity
Washington State Department of Enterprise Services is requesting qualifications and proposals from general contractor/construction managers for the Capitol Campus Energy System Replacement project under RFQ-RFP 2026-147, with Phase One qualifications due October 22, 2026 at 2:00 p.m. PT. The project replaces the Capitol Campus's 100-year-old steam heating system with a modern, zero-carbon energy system to comply with Washington State's Clean Buildings Performance Standards legislation.
The scope encompasses design-build services including preconstruction support, value engineering, constructability analysis, and construction management through substantial completion in December 2032. The GC/CM must hold bonding capacity (mandatory requirement), demonstrate experience managing negotiated and similarly complex projects, and comply with Executive Order 25-07 regarding Project Labor Agreements and RCW 39.04.320 apprenticeship participation of 15 percent of total labor hours. All proposing firms bear their own Phase One and Phase Two costs.
The estimated Maximum Allowable Construction Cost is $120,333,312. The anticipated project schedule spans March 2026 through December 2032, with design between January 2027 and August 2027, preconstruction services from August 2027 to August 2028, and construction commencing in 2032. Final firm selection is anticipated for December 18, 2026, with contract execution for preconstruction services expected by January 29, 2027. MACC negotiations must be completed within 30 days of receiving the GC/CM's cost estimate and occur when construction documents reach at least 90 percent completion.
Phase One evaluation weights experience and technical competence of key personnel (20 points), approach to executing the project and preconstruction services (20 points), and past performance on negotiated and similarly complex projects including PLA experience (20 points), with the remaining 40 points distributed among project scheduling and cost control (10 points), risk identification and analysis (10 points), value engineering and constructability analysis (10 points), proximity to project location and self-performance capacity (5 points), and firm capacity to perform the work (5 points). Phase Two includes proprietary meetings, interviews, and final proposal submissions from a minimum of three short-listed finalists, followed by Phase Three involving MACC negotiations. An informational meeting is scheduled for October 8, 2026.
Opportunity text
This request seeks a GCCM to assist in the development of the Campus Energy System Replacement, identified as the preferred alternative to replace the Capitol Campus's heating system. The existing steam heat system for the Capitol Campus, over 100 years old and serving most campus buildings, is neither reliable, safe, nor efficient. Transitioning to a new system aligns with Washington State's move towards a zero-carbon platform and directly contributes to meeting the Clean Buildings Performance Standards legislation.
