About this opportunity
The U.S. Coast Guard is soliciting quotes to replace eyewash stations and potable water piping at Station Venice, Louisiana, under a Total Small Business Set-Aside in NIGP 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with quotes due September 4, 2026. This set-aside restricts bidding to certified small businesses.
The scope requires installation of four stainless steel potable water-supplied eyewash stations with emergency shower capability at designated locations (pier, main building, hazmat storage shed, and ANT building); two commercial marine-grade self-retracting 50-foot water hose reels; removal of existing potable water piping beneath the pier; and installation of approximately 150 feet of new copper potable water piping. Each eyewash station must include shut-off valves on water supply lines and drain valves at the lowest points to prevent freeze damage. All exposed piping must be insulated. The contractor must submit eyewash stations and hose reels to the Contracting Officer's Representative (MK1 Ricky Gonzales) for approval prior to procurement.
Work is performed at Station Venice in Red River Parish, Louisiana, with mandatory scheduling between 8:00 a.m. and 4:00 p.m., Monday through Friday, excluding federal holidays, to minimize interference with facility operations. The required delivery and completion date is 60 days after contract award. A pre-conference will be conducted after contract award but prior to work commencement. Personnel must be American citizens or permanent resident aliens; the contractor must provide a consolidated list of all contracted personnel with identification numbers prior to the notice to proceed. The contractor bears full responsibility for materials protection, existing utility verification, proper waste disposal, OSHA compliance, and repair of any damaged utilities at no additional cost to the Government. All contractor vehicles, equipment, and personnel are subject to search and may be ordered to evacuate the property at any time due to security and operational requirements.
