About this opportunity

Brunswick County, in consultation with the Cape Fear Public Utility Authority, is requesting qualifications from professional engineering firms to conduct a Regional Biosolids Feasibility Study, with Statements of Qualifications due July 2, 2026 at 4:30 p.m. ET. An optional pre-response meeting is scheduled for June 17, 2026 at 2:00 p.m. ET at 250 Grey Water Road, Supply, North Carolina.

The study will evaluate the feasibility of a jointly-owned, publicly-operated regional biosolids management facility serving Brunswick and surrounding counties in southeastern North Carolina. Scope includes comprehensive engineering analysis to assess current biosolids production across multiple wastewater and water treatment plants, conduct market analysis for biosolids products, perform regulatory evaluation, screen available technologies, analyze site requirements, and develop preliminary alternatives with cost estimates. The selected firm will be compensated on a negotiated lump sum basis inclusive of all expenses, with no separate reimbursement for permit fees, printing, mileage, or per diem.

Brunswick County will serve as the contracting party with overall management responsibility, though the final Scope of Work will be negotiated with the selected firm. A joint selection committee with equal representation from Brunswick County and CFPUA will award the contract to a single firm. Evaluation criteria are weighted as follows: experience with similar projects (20 points), qualifications and accessibility of key personnel (20 points), ability to properly scope and manage the project (20 points), project approach alignment with intent (25 points), and ability to meet established schedules (15 points).

Statements of Qualifications must be submitted as eight hard copies and one electronic copy on USB drive. The Professional Services Agreement is governed by North Carolina law and includes standard provisions for independent contractor status, insurance, work product ownership by the County, indemnification, E-Verify compliance, and workers' compensation requirements. No work shall commence until the agreement is fully executed by both parties.

Opportunity text

Brunswick County (the "County"), in consultation with the Cape Fear Public Utility Authority ("CFPUA") (together the "Parties" and individually a "Party"), are each engaged in the provision of municipal wastewater treatments to their ratepayers. Each Party currently owns, operates, and maintains reclamation facilities in southeastern North Carolina. Due to rising costs associated with significant population growth in the region, environmental impacts, and the potential for regulatory development, the Parties are jointly committed to finding a best practice for biosolid disposal, reducing both environmental and financial impacts on their ratepayers.
